Dear Ladies and Gentlemen, 

According to the media, the Afghans have complained several times that the foreign aid is not reaching the needy in full. For example, if donor countries or foreign banks decide to provide aid for Afghanistan worth 100 million US dollars, then the large part of this, around 70 million, will be used for transport costs and other expenses. There remains a small part of approx. 30 Millions of US dollars that are actually reaching the needy in Afghanistan. 

Therefore we and the Afghan people appeal to the World Bank, Asia Bank, United Nations, EU and all donor countries in the world to pay attention to cost savings and more transparency in their aid to Afghanistan. Before purchasing the relief goods, a price comparison should be made and the goods should be bought from the cheapest provider. 

All purchase costs of the aid, transport costs, travel expenses and distribution costs of the aid should be clarified in detail and documented in detail, i. e. : 

  • In which country were the relief goods purchased? 
  • Total number of goods purchased: How many pieces, kilos or litres 
  • Prices of goods purchased: per item, kilo or liter and total amount 
  • Transport costs, number of transport vehicles, costs per tonne and total transport costs 
  • Freight costs for air transport, per ton and total costs Travel costs and expenses with receipts if possible 
  • Personnel costs abroad, e.g. for purchasing and delivering the goods: How many people were employed and what fees were paid, stating their names 
  • Personnel costs in Afghanistan e.g. B. for the distribution of the goods: How many people were used and what fees were paid, stating their names 
  • Distribution of relief goods in which cities? How many people was the aid distributed to? 
  • If the aid is paid out in cash, it should also be made clear which amounts were distributed where and to how many people. 

We appeal to all aid organisations such as Red Cross, Help, “Doctors Without Borders”, etc. to disclose how much money they have received from which donor country or foreign bank for Afghanistan, for which aid projects these funds have been used or distributed, with all details of the purchase costs , transport costs and other expenses as described above. 

Any aid sent to Afghanistan by the world or foreign banks for the Afghan people must not be misused. 

Both the world public and the Afghan people have a legitimate interest in the aid funds arriving and being used appropriately and in full. For this reason, everything should be clarified in detail, documented and published online.
