Ladies and Gentlemen, 
 
When the Taliban took control of the city of Kabul on August 15, 2021, schools and universities for girls were closed in most provinces. We and the world know that Afghan women have long been victims of oppression. The women sit at home like prisoners. Schools and universities for girls are still closed. 
 
In those provinces where girls have been excluded from attending school and university, girls in grades 2 to 6 are to be paid $20, girls in grades 7 to 12 are to be paid $30, and female sutudents of the universities are to be paid $50. We know that in some provinces girls' schools and universities are open. This aid would not be distributed there. This help represents a small reparation and is to be regarded as a drop in the ocean. 
 
We appeal to the countries of the world, to the World Bank and the Asia Bank, to immediately disburse these amounts of promised aid for Afghanistan to entitled students. The aid should have been disbursed by the end of February 2022. In order to avoid misuse, the distribution of the above-mentioned payments should be based on the lists of names of schools and universities and all students receiving this aid should be registered.
