د قربانیانو لپاره د عدالت غوښتنه: د پاکستان جنګي مجرمین باید د ماشومانو، ښځو او ملکي وګړو د وژنې په خاطر محکمی ته وسپارل سی تر څو د خپلو جنایاتو سزا ورکول سی

د ۲۰۲۶ کال د جون په ۲۸مه، پاکستاني پوځ یو ځل بیا د افغانستان پر هوايي حریم تیری وکړ او د افغانستان په کونړ، پکتیا او پکتیکا ولایتونو کې یې هوایي بریدونه وکړل. په دې بریدونو کې ګڼ شمیر ملکي وګړي ووژل سول او ټپیان سول. لاندې د نړیوالو سازمانونو او رسنیو هغه راپورونه وړاندې کېږي چې د دغو پېښو، د مرګ ژوبلې د شمېر او د نړیوالې ټولنې د غبرګونونو په اړه خپاره سوي دي.

په افغانستان کې د ملګرو ملتونو مرستندویه ماموریت (یوناما) په خپل راپور کی وویل چې د ۲۰۲۶ کال د جون د ۲۸مې د پاکستاني هوايي بریدونو له امله لږ تر لږه ۲۸ ملکي وګړي وژل سوي او ۴۹ نور ټپیان سوي دي. په قربانیانو کې ښځې او ماشومان هم شامل وه. د ټپیانو له ډلې څخه د ځینو روغتیايي حالت لا هم ډېر نازک دی، له همدې امله ښايي د مړو شمېر نور هم لوړ سي.

یونیسف او په افغانستان کې د اروپايي ټولنې استازولۍ په خپلو ایکس پاڼو کې لیکلي دی چې د ماشومانو د وژل کېدو او ټپي کېدو راپورونه ورته ژوره اندېښنه پیدا کوي. دواړو ادارو څرګنده کړه چې د ملګرو ملتونو له ادارو سره په ګډه د دغو بریدونو د پایلو هر اړخیزه ارزونه ترسره کوي.

دواړو سازمانونو ټینګار وکړ چې نړیوال بشری قانون باید په هر حالت کې رعایت سي. ملکي وګړي او ملکي تأسیسات باید هېڅکله هدف ونه ګرځول سي، او ماشومان باید ځانګړی خوندیتوب ترلاسه کړي

د طالبانو د حکومت ویاند ذبیح الله مجاهد وویل چې په دغو هوايي بریدونو کې لږ تر لږه ۳۶ ملکي وګړي وژل سوي او ۱۶۳ نور ټپیان سوي دي. د هغه په وینا، پاکستاني جنګي الوتکو د پکتیا، پکتیکا او کونړ ولایتونو په بېلابېلو سیمو کې د استوګنې پر سیمو بمبار وکړ. لږ تر لږه درې کورونه په بشپړه توګه ویجاړ سول.

تر ټولو ډېره مرګ ژوبله د پکتیا ولایت د څمکنیو په ولسوالۍ کې رامنځته سوه. په لومړي برید کې یو سپین ږیری او یو ماشوم ووژل سو. کله چې د سیمې خلک د ټپیانو د ژغورلو لپاره ورغلل، هماغه ځای یو ځل بیا بمبار سو. د دوهم برید له امله ۲۸ نور کسان ووژل سول او شاوخوا  ۱۵۸  تنه نور ټپیان سول

د پکتیکا ولایت په ګیان ولسوالۍ کې یو هوايي برید د یوه ملکي وګړي پر کور ولګېد چې له امله یې شپږ تنه ووژل سول، چې ډېری یې ښځې او ماشومان وه.

د کونړ ولایت په منورې ولسوالۍ کې یو بل استوګنیز کور په بشپړه توګه ویجاړ سو. همدارنګه شاوخوا ۳۰ څاروي ووژل سول

په افغانستان کې د ملګرو ملتونو مرستندویه ماموریت (یوناما) په خپل راپور کی وویل چې د تېرو اتو میاشتو په موده کې د پاکستاني بریدونو له امله په ځانګړي ډول ماشومان سخت اغېزمن سوي دي.

د یوناما د څلورو راپورونو پر بنسټ، په دې موده کې له ۲۳۰ څخه ډېر ماشومان وژل سوي یا ټپیان سوي دي.

د ۲۰۲۵ کال د سپټمبر د ۳۰مې او د ډسمبر د ۳۱مې ترمنځ، لږ تر لږه ۲۵ ماشومان وژل سوي او ۳۵ نور ټپیان سوي دي.

د ۲۰۲۶ کال د جنورۍ او مارچ ترمنځ، د ۷۶۹ ملکي تلفاتو له ډلې څخه ۱۶۷ تنه ماشومان وه، چې په هغوی کې ۹۵ نجونې او ۷۲ هلکان شامل وه.

همدارنګه ښځې او ماشومان د جون د ۱۰مې د بریدونو او د جون د ۲۸مې د هوايي بریدونو له اصلي قربانیانو څخه وه.

یوناما همدارنګه راپور ورکړی دی چې  پاکستان د ۲۰۲۵ کال د سپټمبر د ۳۰مې او د ډسمبر د ۳۱مې ترمنځ،  د افغانستان پر لږ تر لږه نهه ولایتونو - کابل، کونړ، نورستان، ننګرهار، خوست، پکتیا، پکتیکا، هلمند او کندهار - هوایی بریدونه کړي دي.

په دغو بریدونو کې له ۱۴۰۰ څخه ډېر ملکي وګړي وژل سوي یا ټپیان سوي دي، او ماشومان د قربانیانو تر ټولو سخته اغېزمنه ډله جوړوي.

ګڼو بشري حقونو سازمانونو دغه بریدونه وغندل او د احتمالي جنګي جرمونو په اړه یې د خپلواکو او بې‌طرفه څېړنو غوښتنه وکړه.

سره له دې چې نړیوالې ټولنې په وار وار دغه بریدونه غندلي او له پاکستان څخه یې غوښتي دی چې د نړیوال بشری قانون درناوی وکړي، دغه بریدونه لا هم دوام لري.

د جولای پنځمه، ۲۰۲۶ کال، «اوچا» د ملکي وګړو د خوندیتوب غوښتنه وکړه

د ملګرو ملتونو د بشري مرستو د همغږۍ دفتر «اوچا»  په خپله اعلامیه کی وویل چې ملکي وګړي باید هېڅکله د وسله‌والو شخړو بیه ورنه کړي.

اوچا ټینګار وکړ چې جګړې نه یوازې کورونه او بنسټیز تأسیسات ویجاړوي، بلکې ټولنیز ژوند هم له منځه وړي، بیره خپروي او اوږدمهاله رواني اغېزې پرېږدي، په ځانګړي ډول پر ماشومانو.

د خوست ولایت د سپېرې ولسوالۍ یوه اوسېدونکي وویل:

«له هوايي بریدونو راهیسې موږ نور په ارامۍ خوب نه سو کولای. هر لوړ ږغ موږ بېروي او داسې احساس راکوي لکه یو بل بمبار چې پیل سوی وي. زموږ ماشومان هر ځل چې د الوتکو ږغ واوري، سخت بېرېږي.»

د ملګرو ملتونو سرمنشي انتونیو ګوتېرېش د وروستي تاوتریخوالي د زیاتوالي او د ملکي وګړو د لوړې مرګ‌ژوبلې په اړه ژوره اندېښنه څرګنده کړه.

د  انتونیو ګوتېرېش ویاند، سټیفان دوجاریک، وویل چې سرمنشي انتونیو ګوتېرېش په لاندې توګه غوښتنې کړې دی:

د جګړو او دښمنیو سمدستي پای؛
د ملکي وګړو خوندیتوب؛
د ملکي بنسټونو او زیربناوو ساتنه؛ 
د شخړې لپاره ډیپلوماتیک او سوله‌ییز حل.

یونیسف ټینګار وکړ چې ماشومان باید هېڅکله د پوځي بریدونو هدف ونه ګرځي.

د هند د بهرنیو چارو وزارت د پاکستان هوايي بریدونه د افغانستان د ملي حاکمیت پر وړاندې څرګند تېری او د سیمې د سولې او ثبات لپاره جدي ګواښ وباله.

د هند د بهرنیو چارو وزارت همدارنګه وویل چې دغه بریدونه د پاکستان د دوامداره بې‌پروا چلند څرګندونه کوي او دا د پاکستان یوه هڅه ده چې خپلی ناکامۍ د پولې هاخوا د تاوتریخوالي له لارې پټې کړي.

 ۱۶ جولای ۲۰۲۶، د بشري حقونو د څار سازمان د خپلواکو څېړنو غوښتنه وکړل

د بشري حقونو د څار سازمان، د یوناما د معلوماتو په حواله، وویل چې د پاکستان د هوايي بریدونو له امله لږ تر لږه ۲۸ ملکي وګړي وژل سوي او ۴۹ نور ټپیان سوي دي.

دغه سازمان ټینګار وکړ چې د ملکي وګړو د مرګ‌ژوبلې لوړه کچه دا په ډاګه کوي چې د احتمالي جنګي جرمونو په اړه خپلواکو او بې‌طرفه څېړنو ته بېړنۍ اړتیا سته.

د بشري حقونو د څار سازمان ویلي دي:

«نړیوال بشری قانون د جګړې له ټولو ښکېلو خواوو غواړي چې د ملکي وګړو د زیان د کمولو لپاره ټول عملي او ممکن احتیاطي تدابیر ونیسي. بریدونه باید یوازې د مشروع پوځي اهدافو په وړاندې ترسره سي.»

په راپور کې په کونړ ولایت کې نورو بریدونو او همدارنګه په کابل کې د نشه‌یي توکو د درملنې پر یوه مرکز برید ته هم اشاره سوې ده، چې د وسله‌والو شخړو پر مهال یې د ملکي وګړو د ساتنې په اړه اندېښنې لا زیاتې کړې دي.

پر افغانستان پرله‌پسې بریدونه

د ۲۰۲۶ کال د جون د ۲۸مې بریدونه یوازني پېښه نه وه.

د موجودو راپورونو له مخې، پاکستان تر اوسه لږ تر لږه ۱۳ ستر هوايي بریدونه د افغانستان پر خاوره ترسره کړي دي.

سربېره پر دې، په وروستیو کلونو کې د پاکستان پوځ د ډیورنډ د کرښی د هاخوا څخه د افغانستان پر خاوره له ۷۰۰ څخه ډېر بریدونه کړي دي، چې په هغو کې جنګي الوتکې، بې‌پیلوټه الوتکې (ډرونونه)، راکټونه، هاوانونه او توپچي کارول سوي دي.

د دغو بریدونو له امله ګڼ شمېر کورونه، ښوونځي، پوهنتونونه، روغتونونه، دوکانونه او نور ملکي تأسیسات ویجاړ سوي یا زیانمن سوي دي.

 ډیری بې ګناه خلک - په شمول د ښځو، کوچنیانو، شیرخوره ماشومانو او زړو خلکو - وژل سوي یا ټپیان سوي دی. ډېری بریدونه د شپې ترسره سوي دی، په داسې حال کې چې خلګ په خپلو کورونو کې بیده وه. ښځې د خپلو ورځنیو عادي کارونو، لکه د خوړو د پخولو یا د جامو د مینځلو پر مهال وژل سوې یا ټپي سوې دي. ماشومان د لوبو پر مهال تر برید لاندې راغلي او وژل سوي یا ټپیان سوي دي. د دغو دوامدارو بریدونو له امله خلک په دوامداره بیره او ناامنۍ کې ژوند کوي. ډېری کورنۍ اړی سوې دي چې خپل کورونه پرېږدي او شپې د کور  دباندی  په باران کې تېرې کړي. همدارنګه، په لوی شمېر څاروي هم وژل سوي دي، چې له امله یې ګڼ شمېر کورنیو د خپل ژوند د عاید او معیشت سرچینې له لاسه ورکړې دي  

زموږ غوښتنه

ملګري ملتونه او د جرمونو نړیواله محکمه د دې لپاره رامنځته سوي دی چې د نړیوالو قوانینو څخه جدي سرغړونې او د جګړې جرمونه وڅېړي او عاملین یې د قانون منګولو ته وسپاري.

له همدې امله موږ پوښتنه کوو:

ولې د پاکستان د دغو پرله‌پسې بریدونو مسؤل کسان تر اوسه پورې په جزایي توګه نه دي  ممحاکمه سوي؟

ایا پر ملګرو ملتونو، د جرمونو پر نړیوالې محکمې، یا نورو صلاحیت لرونکو نړیوالو بنسټونو داسې سیاسي فشار سته چې د مسؤلو کسانو د جزایي تعقیب مخه نیسي؟ ایا د دغه جنګی جنایتونو مسؤل کسان د سیاسي دلایلو له امله خوندي ساتل کېږي؟

په دغو بریدونو کې ماشومان، ښځې او نور بې‌ګناه ملکي وګړي وژل سوي دی، کورونه ویجاړ سوي او ډیری کورنۍ له ژورو رواني زیانونو سره مخ سوې دي. نړیواله ټولنه باید د دغو جرمونو پر وړاندې چپه پاتې نه سي او سترګې پرې پټې نه کړي.

د افغانستان خلک له سختې بې‌عدالتۍ سره مخامخ سوي دي. دا بریدونه باید په بشپړه جديت سره وڅېړل سي او هر اړخیزې پلټنې یې ترسره سي.

له همدې امله موږ په بېړني ډول له صلاحیت لرونکو نړیوالو بنسټونو، په ځانګړي ډول له ملګرو ملتونو او د جرمونو له نړیوالې محکمې، غوښتنه کوو چې:

خپلواکې څېړنې پیل کړي؛
د جګړه‌ییزو جرمونو په اړه هر اړخیزې پلټنې ترسره کړي؛
مسؤل کسان د قانون محکمې ته راکش کړي؛ 
ډاډ ترلاسه کړي چې قربانیانو ته عدالت تأمین سي.

سیاسي فشار باید د قانون د حاکمیت او عدالت د پلي کېدو خنډ نه سي. هېڅوک باید د نړیوال قانون څخه لوړ ونه ګڼل سي. د دغو اعمالو مسؤل کسان باید د نړیوالو قوانینو او د نړیوال عدالت د اصولو له مخې حساب‌ورکونکي وګرځول سي, د قانون منګولو ته وسپارل  سی تر څو د خپلو جنایاتو سزا ورکول سی.

Justice for the Victims: Pakistani War Criminals Must Be Held Accountable for the Killing of Children, Women, and Civilians
 
Dear Sir or Madam,
 
On 28 June 2026, the Pakistani military once again violated Afghan airspace and carried out airstrikes in the Afghan provinces of Kunar, Paktia, and Paktika. Numerous civilians were killed and injured in these attacks. Below are reports from international organizations and media outlets regarding the incidents, the number of casualties, and the reactions of the international community.
 

1. UNAMA: 28 Dead and 49 Injured Following Pakistani Airstrikes

Media report – 29 June 2026
 
The United Nations Assistance Mission in Afghanistan (UNAMA) stated that at least 28 civilians were killed and 49 others injured in the Pakistani airstrikes carried out on 28 June. The victims included women and children. Several of the injured remain in critical condition, meaning the death toll could rise further.
 
UNICEF and the European Union Delegation to Afghanistan stated on their X accounts that they were deeply concerned by reports of children being killed and injured. Together with the United Nations, they were working to conduct a comprehensive assessment of the consequences of the attacks.
 
Both organizations emphasized that international humanitarian law must be respected at all times. Civilians and civilian infrastructure must never be targeted, and children in particular must receive special protection.
 
The Taliban government's spokesperson, Zabihullah Mujahid, stated that at least 36 civilians had been killed and 163 others injured in the airstrikes. According to him, Pakistani fighter aircraft bombed residential areas in several parts of the provinces of Paktia, Paktika, and Kunar. At least three homes were completely destroyed.
 
The heaviest casualties occurred in Tsamkani District (Paktia Province). During the first strike, an elderly man and a child were killed. When villagers rushed to assist the wounded, the same location was bombed again. As a result, another 28 people were killed and approximately 158 others injured.
 
In Giyan District (Paktika Province), an airstrike hit the home of a civilian, killing six people, most of them women and children.
 
In Manora District (Kunar Province), another residential house was completely destroyed. Approximately 30 livestock animals were also killed.
 

2. UNAMA: Children Particularly Hard Hit

Media report – 1 July 2026
 
UNAMA stated that during the past eight months, children have been particularly affected by Pakistani attacks. Based on four UNAMA reports, more than 230 children were killed or injured during this period.
 
Between 30 September and 31 December 2025, at least 25 children were killed and 35 injured.
 
Between January and March 2026, of the 769 civilian casualties, 167 were children, including 95 girls and 72 boys.
 
Women and children were also among the main victims of the attacks on 10 June and the airstrikes of 28 June.
 
UNAMA further reported that between 30 September and 31 December 2025, at least nine Afghan provinces—Kabul, Kunar, Nuristan, Nangarhar, Khost, Paktia, Paktika, Helmand, and Kandahar—were affected by attacks attributed to Pakistan.
 
More than 1,400 civilians were killed or injured, with children representing the most severely affected group.
 
Several human rights organizations condemned these attacks and called for independent investigations into possible war crimes.
 
Despite repeated condemnation by the international community and calls on Pakistan to comply with international humanitarian law, the attacks have continued.
 

3. OCHA Calls for Better Protection of Civilians

5 July 2026
 
The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) stated that civilians should never bear the cost of armed conflict.
 
OCHA emphasized that wars destroy not only homes and infrastructure but also social life, create fear, and leave long-term psychological consequences—especially for children.
 
A resident of Spera District in Khost Province said:
 
“Since the airstrikes, we can no longer sleep peacefully. Every loud noise frightens us and makes us think another bombing has begun. Our children become terrified every time they hear aircraft.”
 
The United Nations and humanitarian organizations once again called on all parties to the conflict to respect international humanitarian law and protect civilians.
 

4. Reactions of the International Community

29 June 2026
 
UN Secretary-General António Guterres expressed deep concern over the recent escalation and the high number of civilian casualties.
 
His spokesperson, Stéphane Dujarric, stated that the Secretary-General called for:
 
  • an immediate end to the hostilities;
  • the protection of civilians;
  • the protection of civilian infrastructure; and
  • a diplomatic solution to the dispute.
UNICEF stated that children must never become targets of military attacks.
 
The Indian Ministry of External Affairs described the Pakistani airstrikes as a clear act of aggression against Afghanistan's sovereignty and a threat to peace and stability in the region. The Ministry further stated that the attacks reflected Pakistan's continuing reckless conduct and represented an attempt to conceal its own failures through cross-border violence.
 

5. Human Rights Watch Calls for Independent Investigations

Media report – 16 July 2026
 
Citing UNAMA, Human Rights Watch stated that at least 28 civilians were killed and 49 others injured as a result of the Pakistani airstrikes.
 
The organization stressed that the high number of civilian casualties demonstrated the urgent need for independent and impartial investigations into possible war crimes.
 
Human Rights Watch stated:
 
“International humanitarian law requires all parties to a conflict to take every feasible precaution to minimize harm to civilians. Attacks may only be directed against legitimate military objectives.”
 
The report also referred to additional attacks in Kunar and on a drug treatment center in Kabul, further increasing concerns regarding the protection of civilians during armed conflict.
 

Repeated Attacks on Afghanistan

The attacks of 28 June 2026 were by no means an isolated incident. According to available reports, Pakistan has already carried out at least 13 major airstrikes on Afghan territory.
 
Furthermore, in recent years the Pakistani military has conducted more than 700 cross-border attacks inside Afghanistan, using fighter jets, drones, rockets, mortars, and artillery.
 
Numerous homes, schools, universities, hospitals, shops, and other civilian facilities have been destroyed or damaged.
 
Many innocent people—including women, children, infants, and elderly people—have been killed or injured. Many attacks occurred at night while families were asleep. Women were killed or wounded while carrying out ordinary daily activities such as cooking or washing. Children were attacked while playing and were also killed or injured.
 
The constant attacks have left the population living in fear and insecurity. Many families have been forced to flee their homes and spend the night outdoors, sometimes in the rain and without adequate shelter.
 
Large numbers of livestock have also been killed, depriving many families of their livelihoods.
 

Our Appeal

The United Nations and the International Criminal Court were established to prosecute the gravest violations of international law and war crimes.
 
Therefore, we ask:
 
Why have those responsible for these repeated attacks not yet been held criminally accountable?
 
Are the United Nations, the International Criminal Court, or other competent international institutions under political pressure that prevents them from criminally prosecuting those responsible? Are those responsible being protected for political reasons?
 
These attacks have killed children, women, and other innocent civilians, destroyed homes, and traumatized entire families. The international community must not turn a blind eye to such crimes.
 
The Afghan people have suffered grave injustice. These attacks must be taken seriously and investigated thoroughly.
 
We therefore urgently call upon the competent international institutions, including the United Nations and the International Criminal Court, to:
 
  • initiate independent investigations;
  • conduct comprehensive investigations into possible war crimes;
  • bring those responsible before a court of law; and
  • ensure that justice is delivered for the victims.
Political pressure must not stand in the way of the rule of law and justice. No one should be above international law. Those responsible for these acts must be held accountable in accordance with the principles of international law.
