پداسې حال کې چې د پاکستان واکمن رژیم – چې د جنګي جنایتونو مرتکب جنرالان او استبدادي واکمنان پکښې شامل دي – بې‌ګناه خلګ ښکاروي، بندی کوي، لتوي، او حتی وژني یی، سناتور ټیم کین د پاکستان لپاره د امریکا د دموکراتیکو جوړښتونو د ملاتړ یادونه کوي. همداراز، سناتور ټیم کین باور لري چې پاکستان له اوږدې مودې راهیسې د امریکا د ترهګرۍ ضد عملیاتو او د سیمې د امنیت او ثبات د پراخولو په برخه کې ملاتړ کړې دی، په ځانګړي ډول د ۲۰۰۱ کال د سپتمبر د ۱۱ بریدونو وروسته. خو موږ وایو چی په حقیقت کې، پاکستان له ۳۰ زیاتې ترهګرې ډلې روزلې دي او هغوی یې افغانستان او نورو هېوادونو ته د تروریستی بریدونو لپاره لیږلی دی. له همدې امله، موږ د پاکستان په اړه د سناتور ټیم کین  ارزونې خواشیني او مایوسه کړو

د امریکا پخوانی ولسمشر جو بایډن د خپل واکمنۍ په موده کې ویلي وه، چې د نړۍ په کچه دموکراسۍ له ګواښ سره مخامخ ده. د امریکا دموکرات ګوند په ظاهره نړیوالو دموکراتیکو ارزښتونو ته د ژمنتیا اعلان کړی دی. خو له بده مرغه، په عمل کې داسې ښکاري چې په پاکستان کې استبدادي رژیم او ځینې ستونزمن شخصیتونه – لکه جنرالان او واکمنان چې په جنګي جنایتونو کې ښکېل دي – له دې ملاتړ څخه برخمن سوې دی

د پاکستان د جنګي جنایتونو مرتکبو جنرالانو او دیکتاتور واکمنانو په امر، په افغانستان کې زرګونه د امریکا د پوځ او د «ایساف» سرتیري ووژل سول، او زرګونه نور ټپیان سول. سربیره پر دې، پاکستاني جنرالانو او چارواکو له لسیزو راهیسې په فعاله توګه د ترهګرۍ  ملاتړ کړی دی، او په مختلفو طریقو یی شاوخوا ۶.۵ میلیونه افغانان وژلي دي. د پاکستان مستبد واکمنان د ډیورند د کرښې دواړو خواوو ته  – یوې خوا ته د ۷۷ کالو راهیسی، او بلې خوا ته د ۴۶ کالو راهیسی – ترهګري خپروي او پر بیګناه ولس ظلمونه کوی

Im Namen der Demokratie werden kriegsverbrecherische Generäle und kriminelle Diktatoren unterstützt.
 
Sehr geehrte Damen und Herren,
 
wir haben unser Schreiben vom 23. Mai 2025 über das grausame Vorgehen der pakistanischen Machthaber gegen unschuldige Menschen auch per E-Mail an einige US-Senatoren gesendet.
 
Als Antwort auf unsere E-Mail teilte uns Senator Tim Kaine per E-Mail am 27.05.2025 mit, daß die Vereinigten Staaten sich seit langem für Demokratie und Menschenrechte in Pakistan einsetzt und finanzielle sowie diplomatische Unterstützung geleistet haben, um Demokratie, Rechtsstaatlichkeit und Pressefreiheit zu stärken. Während das pakistanische Regime – bestehend aus kriegsverbrecherischen Generälen und autoritären Machthabern – unschuldige Menschen verfolgt, verhaftet, foltert und sogar tötet, verweist Senator Kaine auf die Unterstützung demokratischer Strukturen in Pakistan durch die USA. Darüber hinaus vertritt Senator Kaine die Ansicht, dass Pakistan die amerikanischen Bemühungen zur Durchführung von Anti-Terror-Operationen und zur Förderung der regionalen Sicherheit und Stabilität lange unterstützt hat, insbesondere nach den Anschlägen vom 11. September. Tatsächlich jedoch hat Pakistan mehr als 30 terroristische Gruppen ausgebildet und diese nach Afghanistan sowie in andere Länder entsandt, um dort Anschläge zu verüben. Wir sind daher enttäuscht über die Einschätzung der Situation in Pakistan durch Senator Kaine.
 
US-Präsident Joe Biden hat während seiner Amtszeit erklärt, dass die Demokratie weltweit in Gefahr sei. Die Demokratische Partei der Vereinigten Staaten bekennt sich öffentlich zur Unterstützung demokratischer Prinzipien auf internationaler Ebene. In der Realität jedoch zeigt sich leider, dass auch das autoritäre Regime in Pakistan sowie problematische Akteure – darunter Generäle und Machthaber, die in Kriegsverbrechen verwickelt sind – Unterstützung erhalten haben.
 
Auf Befehl dieser kriegsverbrecherischen Generäle und diktatorischen Machthaber Pakistans wurden in Afghanistan mehrere Tausend  Soldaten der US-Armee und ISAF-Truppe getötet, weitere Tausende verwundet. Darüber hinaus haben pakistanische Generäle seit Jahrzehnten aktiv den Terrorismus gefördert und mit verschieden Methoden den Tod von etwa 6,5 Millionen Menschen des afghanischen Volks verursacht. Diese Machthaber haben auf beiden Seiten der Durand-Linie – auf der einen Seite seit 77 Jahren, auf der anderen seit 46 Jahren – Terror und Unterdrückung verbreitet.

Dear Mr. Maiwand:

Thank you for reaching out to me about the United States relationship with the Latin America and Caribbean (LAC) region. I appreciate hearing from you about this important topic.

As our neighbor, the LAC region and the U.S. share deep ties and a close history. Our collective prosperity and security are deeply intertwined. As the Chairman of the Senate Foreign Relations Subcommittee on Western Hemisphere, Transnational Crime, Civilian Security, Democracy, Human Rights, and Global Women's Issues, I have strongly advocated for strengthening the rule of the law and boosting support for the Caribbean, disrupting narcotrafficking networks, and the provision of robust funding for shared priorities in the region.

In March 2023, I introduced the bipartisan Caribbean Basin Security Initiative (CBSI) Authorization Act, S.841. This legislation would improve security cooperation, combat drug trafficking, strengthen the rule of law, and increase disaster resilience in the Caribbean region by boosting support for CBSI. In May 2023, S.841 passed out of the Senate Foreign Relations Committee. The next step for the legislation is consideration by the full Senate. I have also introduced various other pieces of bipartisan legislation that would hold Venezuela’s Maduro regime accountable for its human rights abuses, expand economic sanctions on Nicaragua’s Ortega regime, support Nicaraguan political prisoners who have found shelter in the United States, and broaden U.S.-Brazil cooperation in countering environmental crime in the Amazon, among other regional priorities. I am deeply committed to ensuring the LAC region receives the diplomatic engagement and assistance it needs to address our shared challenges.

In April 2023, I led a bipartisan letter to the Chairman and Ranking Member of the Senate Appropriations Subcommittee on the Department of State, Foreign Operations, and Related Programs urging that the Subcommittee provide robust funding for the LAC region. As the LAC faces democratic backsliding, expanded narcotrafficking networks, and encroachment by foreign adversaries like the People’s Republic of China (PRC), Russia, and Iran, our neighbors need robust American support for regional progress.

We in Congress know that we need to do more to help combat the fentanyl epidemic in the region as well, which is why I introduced the Disrupt Fentanyl Trafficking Act of 2023. This bipartisan bill classifies fentanyl trafficking as a national security threat and encourages the U.S. Department of Defense to use its monitoring and intelligence resources to support counter-fentanyl efforts more actively. It also directs the Department of Defense to develop a fentanyl-specific counterdrug strategy that includes enhanced cooperation with Mexican defense officials. I am glad that this legislation was included in the Fiscal Year 2024 National Defense Authorization Act, which was signed by the president on December 22, 2023.

I have also consistently traveled to the region to connect directly with civilians, civil society organizations, and governments to better understand the issues on the ground. In 2021, I led a bipartisan Congressional Delegation (CODEL) with Senator Portman to Guatemala, Mexico, and Colombia to better understand how the U.S. can partner with these countries to address migration and human and narcotics trafficking and curb the presence of transnational criminal organizations. In October 2022, I led a bicameral CODEL with Representative Adriano Espaillat to Costa Rica, Panama, and the Dominican Republic, which are all founding members of the Alliance for Development and Democracy (ADD). We discussed the importance of this partnership and effective ways to bolster economic development and combat democratic backsliding throughout the region. In June 2022, I also attended the Ninth Summit of the Americas in Los Angeles, where I engaged with our partners in the LAC region and discussed efforts to address our collective challenges. In 2023, I led a bicameral CODEL to Guatemala and Honduras to discuss the importance of democracy, stability, migration, economic growth, and security in the region. Engaging directly with our partners in the Western Hemisphere is important to addressing our shared challenges, and I will continue to visit the region to better understand the issues that our neighbors face.

In December 2023, Congresswoman Nydia Velazquez introduced a resolution calling for the annulment of the Monroe Doctrine and the development of a "New Good Neighbor" policy between the United States and the LAC. H.Res.943 has been referred to the House Committee on Foreign Affairs. Although similar legislation has not been introduced in the Senate, I will be sure to keep your views in mind.

As a former Jesuit missionary who ran a technical school in Honduras and as the Chairman of the Senate Foreign Relations Subcommittee on Western Hemisphere, I have always believed that by supporting our neighbors, the U.S. and LAC can thrive in addressing our shared challenges.
