د افغانستان د نورستان، ننګرهار او لغمان په ولایتونو کی د سختو بارانونو او سېلابونو د قربانیانو لپاره مالي مرستې

 آغلو او ښاغلو

د ۲۰۲۶ کال د جولای په ۲۰مه او ۲۱مه نېټه د افغانستان د نورستان، ننګرهار او لغمان ولایتونه د سختو بارانونو او ویجاړوونکو سېلابونو سره مخ سول. دې طبیعي پېښې د ګڼ شمېر خلکو ژوند واخیست او پراخ مالي او مادي زیانونه یې رامنځته کړل. د نورستان ولایت پارون ښار تر ټولو زیات زیانمن سوی دی.

د تر اوسه ترلاسه سوو راپورونو له مخې، له ۴۰ څخه زیات کسان شهیدان سوي، له ۸۰ څخه زیات کسان ټپیان سوي دی، او له ۱۰۰ څخه ډېر کسان لا هم ورک دي. د لټون او ژغورنې عملیات لا هم دوام لري. سربېره پر دې، د سېلابونو له امله ګڼ شمېر کورني څاروي هم له منځه تللي دي.

ګڼ شمېر کورونه، دوکانونه، هوټلونه، دولتي او خصوصي ودانۍ په بشپړه توګه ویجاړې سوې او یا سختی زیانمنې سوې دي. څو موټره هم د سېلابونو اوبو وړي دي. همدارنګه، پراخې کرنیزې ځمکې د سختو بارانونو او سېلابونو له امله ویجاړ سوي، چې له امله یې ډېرو کورنیو خپل حاصلات او د ژوند اساسي سرچینه له لاسه ورکړې ده. د اړوندو ادارو د معلوماتو له مخې، تر اوسه د اوښتو زیانونو کچه شاوخوا ۳۵ میلیونه امریکایي ډالرو ته رسېږي.

د مرستو رسولو چارې ځکه هم له ستونزو سره مخ دي، چې ډېری زیانمنې شوې سیمې غرنیزې او لرې پرتې دي او ورته لاسرسی ستونزمن دی. سربېره پر دې، د سېلابونو له امله ګڼ شمېر سړکونه ویجاړ سوي دی، چې د زیانمنو خلکو سره مرستې او لیرې پرتو سیمو ته د رسېدو بهیر یې سخت اغېزمن کړی دی.

موږ د شهیدانو له کورنیو سره خپله ژوره خواخوږي او د زړه له کومې خواشیني څرګندوو، او ټولو ټپیانو ته د عاجلې او بشپړې روغتیا هیله کوو.

د طبیعي پېښو له امله زیانمنو سوو خلکو د ملاتړ لپاره به د دولت له خزانې څخه لاندې مالي مرستې ورکړل سي:

    د هغو کسانو کورنیو ته چې د سختو بارانونو او سېلابونو له امله یې خپل ژوند له لاسه ورکړی دی، د هر شهید په خاطر ۷۰,۰۰۰ افغانۍ ورکول کېږي.
    سخت ټپیانو ته د هر کس لپاره ۱۰,۰۰۰ افغانۍ مالي مرسته ورکول کېږي.
    د هر بشپړ ویجاړ سوي استوګنیز کور لپاره ۷۰,۰۰۰ افغانۍ ورکول کېږي.
    د هر بشپړ ویجاړ سوي دوکان لپاره ۲,۰۰۰ امریکایي ډالر ورکول کېږي.
    د هر بشپړ ویجاړ سوي هوټل لپاره ۵,۰۰۰ امریکایي ډالر ورکول کېږي.
    د هر هغه موټر لپاره چې د سېلابونو له امله ویجاړ سوی یا اوبو وړی وي، ۲,۰۰۰ امریکایي ډالر ورکول کېږي.
    د ویجاړو سوو کرنیزو مځکو لپاره د هر هکټار په بدل کې ۵,۰۰۰ افغانۍ مالي مرسته ورکول کېږي.
    د هغو کورنیو څارویو د مالکینو لپاره چې د طبیعي پېښې له امله له منځه تللي وي، د هر حیوان په بدل کې ۶۰ امریکایي ډالر تاوان ورکول کېږي.

له اړوندو ادارو څخه غوښتنه کېږي چې د سختو بارانونو او سېلابونو له امله زیانمنو شویو کورنیو ته بېړنۍ مرستې ژر تر ژره ورسوي. په دغو مرستو کې باید په ځانګړي ډول بیړني سرپناهونه (خېمې)، خوراکي توکي، د څښاک پاکې اوبه، روغتیايي خدمتونه، د ډاکټرانو درملنه، درمل او نور اړین بشري مرستندویه توکي شامل وي.

همدارنګه سپارښتنه کېږي چې هغه کورنۍ چې کورونه یې د دې طبیعي پېښې له امله ویجاړ سوي دی، خپل نوي کورونه تر امکان پورې په قوي، معیاري او مقاوم ډول جوړ کړي، څو د راتلونکو سختو موسمونو او طبیعي پېښو پر وړاندې ښه مقاومت ولري او د ورته زیانونو د تکرار مخه ونیول سي.

یادونه: د لوی افغانستان د خلکو په استازیتوب له ټولو هغو هېوادونو او مرستندویه سازمانونو څخه چې د سېلابونو، سختو بارانونو او زلزلو له قربانیانو سره یې مرسته کړې ده یا به په راتلونکي کې مرسته وکړي، خپله د زړه له کومې مننه څرګندوو.

Financial Assistance for the Victims of Heavy Rainfall and Flooding in the Afghan Provinces of Nuristan, Nangarhar, and Laghman

Dear Sir or Madam,

On 20 and 21 July 2026, the Afghan provinces of Nuristan, Nangarhar, and Laghman were struck by heavy rainfall and devastating floods. This natural disaster resulted in significant loss of life and extensive damage to property. The city of Parun in Nuristan Province was particularly severely affected.

According to the reports available so far, more than 40 people lost their lives, over 80 people were injured, and more than 100 others are currently missing. Search and rescue operations are still ongoing. In addition, a large number of livestock perished as a result of the flooding.

Numerous homes, shops, hotels, and public and private facilities were completely destroyed or severely damaged. Several vehicles were swept away by the floodwaters. Furthermore, vast areas of farmland and agricultural fields were devastated by the heavy rainfall and flooding, causing many families to lose their harvests and, with them, their primary source of livelihood. Many livestock animals also perished as a result of the disaster. According to the relevant authorities, the damage identified so far amounts to approximately US$35 million.

Relief efforts are further complicated by the fact that the affected areas consist largely of remote and mountainous regions that are difficult to access. In addition, numerous roads have been destroyed by the floods, significantly hindering the delivery of aid and access to isolated communities.

We extend our deepest condolences to the families of those who lost their lives and wish all those who were injured a swift and full recovery.

To support the population affected by these natural disasters, the following financial assistance shall be provided from the state treasury:

• The families of those who lost their lives as a result of the heavy rainfall and flooding shall receive 70,000 Afghanis for each deceased person.
• Seriously injured persons shall receive financial assistance of 10,000 Afghanis per person.
• Owners of completely destroyed homes shall receive 70,000 Afghanis for each destroyed house.
• Owners of completely destroyed shops shall receive US$2,000 for each destroyed shop.
• Owners of completely destroyed hotels shall receive US$5,000 for each destroyed hotel.
• Owners of vehicles that were destroyed or swept away by the floodwaters shall receive US$2,000 for each vehicle.
• Owners of destroyed agricultural fields shall receive 5,000 Afghanis per hectare of damaged land.
• Owners of livestock that perished as a result of the natural disaster shall receive compensation of US$60 per animal.

We request the relevant authorities to provide immediate emergency assistance to the families affected by the heavy rainfall and flooding. Such assistance should include, in particular, emergency shelter (tents), food, safe drinking water, medical care, including medical treatment and essential medicines, as well as other urgently needed relief supplies.

Furthermore, it is recommended that families whose homes were destroyed by the disaster construct their new houses as resiliently and robustly as possible in order to better withstand future severe weather events and natural disasters and, wherever possible, to prevent similar damage from occurring again.
