د پاکستان پوځي استخباراتي اداره (آی ایس آی) په ۱۹۴۸ کال کې د مېجر جنرال والټر کاوترن په واسطه د بریتانیا د ستراتېژیکو ګټو د ساتلو لپاره تاسیس سوه . د (آی ایس آی)   استخباراتي اداری له‌خوا داسی د ظلم اوتاوتریخوالی بیرحمانه طریقی وکارول سوی، کومی چی د اډولف هټلر د نازي رژیم په وخت کی د «ګېسټاپو» په نامه اداری کارولی. «ګېسټاپو» د مخفی دولتی پولیسو اداره وه چی د بیګناه خلګو سره د ډیری ظالمانه رویی او شکنجی ورکولو په برخه کی بیساری وه. د «ګېسټاپو» مشر هاینریش میولر نومیدی. د (آی ایس آی) موسس مېجر جنرال والټر کاوترن هم د خپلو استبدادی کړنو په خاطر د ګېسټاپو مشر هاینریش میولر ته ورته والی درلودي

په هغه وخت کې،  «ګېسټاپو» بې‌ګناه خلک له کوڅو تښتول، ځورول، شکنجه کول او په سیستماتیک ډول یې وژل. په ورته ډول، (آی ایس آی) —چې د مېجر جنرال والټر کاوترن له‌خوا  جوړسوی وو—له خپل تاسیس راهیسې بې‌ګناه کسان نیولي، شکنجه کړي، بنديان کړي او وژلي دي. سربېره پر دې، د (آی ایس آی) استخباراتي اداره په ډله‌ییزو بندی کولو، هدفي وژنو، نسل‌وژنې، جبري ورکېدنو، او د وسله‌والو افراطي ډلو د روزنې او ملاتړ په ترسره کولو تورنه ده.  (آی ایس آی) تل خپله ظالمانه ستراتېژي په ځانګړي ډول د ډېورنډ کرښې دواړو خواوو ته د افغان ولس پر وړاندې تطبیق کړی ده

په نازي جرمني کې د «ګېسټاپو» سیستماتیک ظلم او ستم اوه کاله دوام وکړ. موږ ډیر خوښ یو چې د هټلر رژیم د متحدو هیوادونو د پوځي برید له لارې نسکور سو او د «ګېسټاپو» له‌خوا رامنځته سوې استبداد او تاوتریخوالی پای ته ورسېد. افغانستان د لومړۍ او دویمې نړیوالې جګړې پر مهال بې‌طرفه دریځ درلود. د دې شالید پر بنسټ، پوښتنه دا ده چې افغانستان خو بیطرفه هیواد وو نو بیا ولې د مېجر جنرال کاوترن له‌خوا تاسیس سوې (آی ایس آی)  د افغانستان په دواړو خواړو کی پر افغان ولس — د «ګېسټاپو» په څېر هر ډول ظلمونه وکړل، او ولې دا ظلمونه، د ۷۸ کلونو راهیسی تر نن ورځې پورې دوام لري

د پاکستان د پوځ لوړپوړي جنرالان، اوسني لوی درستیز جنرال عاصم منیر ، او همدارنګه د پاکستان دیکتاتوران او د شریف کورنۍ، د «لوی افغانستان» د ولس پر وړاندې د درنو بشري حقونو د سرغړونو په ترسره کولو تورن دي. په دغو جرمونو کې د ماشومانو وژل، دښځو وژل، د بې‌ګناه ملکي وګړو وژل او په سیستماتیک ډول د خلګو ځپل شامل دي. دوی له ۳۰ څخه زیاتې ترهګرې ډلې روزلې دی او د دغو ډلو ملاتړکوی، دوی له دغو ډلو څخه «د ترهګرۍ پر ضد جګړې» تر پلمې لاندې د بیګناه خلګو د وژلو او د افغان ولس د نسل‌وژنې کار اخلی. سربیره پر دی دوی دغه ډلی د ترهګریزو بریدونو لپاره کاروی. په دې تړاو د یادونی وړ ده چې د سپټمبر د ۱۱مې بریدونه د پاکستان د استخباراتي ادارې (آی ایس آی) او د نورو دولتونو په ګډون طرحه سوي وه، ترڅو بهرنیو وسله‌والو ځواکونو ته و افغانستان ته د ورتګ لپاره دلیل پیدا سي

د پاکستان د پوځ ځینو جنرالانو په ښکاره ویلي دی چې دوی پر بریتانیا او نورو دولتونو خرڅ سوی دي. د پاکستان د دفاع وزیر خواجه آصف د ۲۰۲۵ کال د اپرېل په میاشت کې د «سکای نیوز» تلویزیون سره په مرکه کې وویل چې پاکستان په تېرو وختونو کې د امریکا, بریتانیا او لوېدیځ لپاره، «چټل کارونه» ترسره کړي دي

موږ پوهېږو چې د سند او پنجاب خلک د پاکستان د پوځي او دیکتاتور رژیم څخه ډیر ناراضه دي. په حقیقت کې، دا مهال په پاکستان کی هېڅ ملکي حکومت شتون نه لري؛ سیاسي واک په بشپړ ډول د پوځي استخباراتي ادارې(آی ایس آی)، جنرال عاصم منیر او د شریف کورنۍ په لاس کې دی. ډېر عام خلګ لکه دکانداران، ماموران، خبریالان، ښوونکي، کارګران او محصلین د بېرې له امله نسي کولی خپل نظرونه په ازاده توګه څرګند کړي. هر څوک چی پر پوځ یا حکومت نیوکه کوی, ګواښل کېږي، ځورول کېږي، نیول کېږي، شکنجه کېږي یا وژل کېږي. هغه دیني عالمان چې د واکمنانو غوښتنو ته غاړه نه ږدي، هم نیول کېږي، شکنجه کېږي یا وژل کېږي. کله چې یو نفرونیول سي، چی پر پوځ یا حکومت یی نیوکه کړی وی, د هغه په هکله هېڅ عادي قضایي بهیر نه ترسره کېږي؛ بلکې محکمې او څارنوالان د جنرال عاصم منیر، پوځي جنرالانو او د شریف کورنۍ له‌خوا تر سخت فشار لاندې راوستل کېږي تر څو منتقدین د بند په سزاوو یا د اعدام په سزاوو محکوم کړي

د پاکستان امنیتي ځواکونه او چارواکي د ډیری مودی راهیسی افغانان په پلان سوی ډول ځوروي. هر وخت چی پاکستانی پوځیان او پولیس افغانان ووینی، ډیر بد چلند ور سره کوی. لت ورکوی, تلاښی پکښی کوی، پیسی یی دجیبو څخه په زور اخلی،. په ځینو مواردو کې، د افغانانو په جیبو کی نشه‌يي توکی ور واچوی او په ناحقه یی د نشه‌يي توکو په لرلو تورن کړي تر څو د بندی کولو لپاره یي پلمه پیدا کړی. هرکله چی د دغه بندی سوو کسانو خپلوان خبر سي نو د پولیسو اداری (تاڼی) ته مراجعه وکی,  هلته پاکستانی  پولیس دوی مجبوره کی چی د خپلو کورنیو د غړو د خوشې کولو لپاره په لوړه اندازه پیسې د رشوت په توګه ورکړي

موږ د سند او پنجاب د ملکي خلکو دښمنان نه یو. خو موږ په ښکاره توګه وایو چې تر هغه وخته چې د پاکستان ظالم جنرالان او د شریف کورنۍ سیاسي واک په لاس کې لري—لکه څنګه چې اډولف هټلر په نازي جرمني کې واک تر لاسه کړ—افغانستان به پاکستاني توکو  ته د مرکزي اسیا پر لور د افغان خاورې له لارې لېږد ته اجازه ورنه کړي. یوازې هغه مهال چې واک یو پارلماني نظام ته وسپارل سي، پوځ او د شریف کورنۍ د پاکستان له کورني او بهرني سیاست څخه ووزي، او د افغانستان په چارو کې لاسوهنه ونه کړي، افغانستان به چمتو وي چې د مناسبو ټرانزیټ فیسونو په بدل کې د افغانستان د لاری پاکستاني توکو ته د ترانزیټی انتقال اجازه ورکی

موږ ته په هیڅ ډول د منلو وړ نه ده چې زموږ ولس – له ماشومانو او ښځو نیولې تر زړو خلکو پوری – د پاکستان د پوځي جنرالانو او دیکتاتورانو تر ظلمونو لاندی پاته وي. د ډیورنډ کرښې په دواړو خواوو کې افغان ولس ازادي، عزت او ځان‌واکمني غواړي او د پاکستان د پوځي رژیم او جنګي مجرمینو له‌خوا اداره کېدل نه مني

موږ په واضح ډول وایو

بلوچستان او پښتونخوا د افغان خاورې نه بېلېدونکې برخې دي، د بلوچستان او پښتونخوا ولس افغان ولس دی

موږ به د خپلې خاورې یو سانتي‌متر هم پاکستان ته ونه سپارو

تر څو پوری چې د پاکستان پوځ، استخباراتي ادارې او د شریف کورنۍ په پاکستان کې واک په لاس کې ولري، موږ به د افغانستان له خاورې څخه مرکزي اسیا ته د پاکستاني توکو د ترانزیت اجازه ورنه کړو

موږ تر بلې خبرتیا پورې له پاکستان سره دوه‌اړخیز تجارت صفر ته راټیټوو

موږ له نړیوالې ټولنې څخه په عاجله توګه غوښتنه کوو چې د هغو درنو بشري حقونو د سرغړونو، جنګي جرمونو او ظلمونو په اړه وضاحت او پلټنه وکړي، چې له لسیزو راهیسې د ډیورنډ کرښې دواړو خواوو ته، په ځانګړې توګه په بلوچستان او پښتونخوا کې، د افغان ولس پر وړاندې ترسره سوې دي

په ځانګړې توګه د بلوچستان او پښتونخوا د څه باندې ۱۰۰ زره هغو کسانو برخلیک ډېر د اندېښنې وړ دی، چې د جبري ورکېدو قربانیان بلل کېږي. موږ د هغوی د برخلیک د روښانه کېدو لپاره د یوې خپلواکې نړیوالې پلټنې غوښتنه کوو او د دې پوښتنو ځوابونه غواړو: دا لادرکه سوی خلک چېری دي؟ ایا هغوی وژل سوي دي؟ که هو، نو کله او چېری؟ سربېره پر دې، موږ د ټولو سیاسي بنديانو او د بشري حقونو د فعالانو د سمدستي خوشې کېدو غوښتنه کوو، چې په هغوی کې آغلې ډاکټره مهرنګ بلوچ، آغلې بیبو بلوچ او ښاغلی علي وزیر شامل دي

We Call for an International Investigation into Systematic Injustice Against the Afghan People
 
Dear Sir or Madam,
 
The Pakistani military intelligence service ISI was founded in 1948 with the significant involvement of Major General Walter Cawthorn and primarily served the strategic interests of Great Britain. The methods of repression, intimidation, and violence employed by the ISI demonstrate structural parallels to authoritarian intelligence services, particularly the Gestapo of the Nazi regime under Adolf Hitler. In this context, Major General Walter Cawthorn is attributed a role that shows structural similarities to that of Heinrich Müller within the Gestapo.
 
At the time, the Gestapo abducted innocent people from the streets, harassed, tortured, and systematically killed them. In a similar manner, the ISI—founded by Major General Walter Cawthorn—has, since its establishment, detained, tortured, arrested, and killed innocent individuals. Furthermore, the ISI is accused of carrying out mass arrests, targeted killings, genocide, enforced disappearances, and of training and supporting armed extremist groups. The ISI’s strategy of repression has been directed in particular against the Afghan people on both sides of the Durand Line.
 
The systematic oppression carried out by the Gestapo in Nazi Germany lasted seven years. It is explicitly to be welcomed that the Hitler regime was overthrown through the military intervention of the Allies and that the tyranny and violence emanating from the Gestapo were brought to an end. Afghanistan maintained a neutral position during both the First and the Second World Wars. Against this background, the question arises as to why the ISI founded by Major General Cawthorn nevertheless employed Gestapo-style methods against the Afghan people on both sides of Afghanistan, and why these measures have continued to this day—for a total of 78 years.
 
Senior generals of the Pakistani military, including the current Commander-in-Chief General Asim Munir, as well as various Pakistani dictatorships, including members of the Sharif family, are accused of having committed the gravest human rights crimes against the people of Greater Afghanistan. These include the killing of children, women, and innocent civilians, as well as systematic repression. They are accused of having trained and supported more than 30 terrorist groups, using them to carry out strategic acts of terror and genocide under the pretext of a fabricated fight against terrorism. In this context, the view is expressed that the attacks of September 11 were planned with the involvement of the Pakistani intelligence service ISI and other states in order to provide foreign armed forces with a pretext for a military invasion of Afghanistan.
 
Some representatives of the Pakistani military have publicly suggested that they have been sold to Great Britain and other states. Pakistan’s Defense Minister Khawaja Asif stated in an interview with Sky News in April 2025 that Pakistan had, in the past, carried out “dirty work” for the United States and the West, including Great Britain.
 
We are aware that the people of Sindh and Punjab are deeply dissatisfied due to the military and dictatorial regime in Pakistan. In reality, there is currently no functioning civilian government; political power lies entirely in the hands of the military intelligence service ISI, General Asim Munir, and the Sharif family. Many citizens—including shopkeepers, civil servants, journalists, teachers, workers, and students—are unable to freely express their opinions out of fear. Critics of the military or the government are intimidated, harassed, arrested, tortured, or killed. Religious leaders who do not submit to the directives of those in power are also arrested, tortured, or killed. When a critic is arrested, no regular judicial process takes place. Instead, courts and prosecutors are placed under heavy pressure by General Asim Munir, military generals, and the Sharif family to convict critics—whether to prison sentences or even to death sentences.
 
Pakistani security forces and authorities systematically harass the Afghan people. Reports indicate that encounters with Afghan nationals frequently result in arrests, physical violence, searches, and the confiscation of money. In some cases, Afghans are falsely accused of drug possession in order to imprison them. Relatives report that they are often forced to pay large sums of money to secure the release of their family members.
 
We are not enemies of the civilian population of Sindh or Punjab. However, we make it clear that as long as tyrannical generals and the Sharif family hold political power—similar to Adolf Hitler’s seizure of power in Nazi Germany—Afghanistan will not allow the transport of Pakistani goods through Afghan territory to Central Asia. Only with the transfer of governmental authority to a parliamentary system, the withdrawal of the military and the Sharif family from Pakistan’s domestic and foreign policy, and their non-interference in Afghan affairs would Afghanistan be prepared to allow the transit of Pakistani goods in return for appropriate transit fees.
 
We firmly reject the continued exposure of our people—children, women, and the elderly alike—to the violence and arbitrariness of Pakistan’s military tyrants and dictators. The Afghan people on both sides of the Durand Line demand freedom, dignity, and self-determination and reject governance by Pakistan’s military regime and war criminals.
 
We state clearly:
– Balochistan and Pashtunkhwa are inseparable parts of Afghan territory, and their populations belong to the Afghan people.
– We will not cede a single centimeter of our territory to Pakistan.
– We will not allow the transit of Pakistani goods through Afghan territory to Central Asia as long as the military, intelligence services, and the -     Sharif family monopolize power in Pakistan.
- We are suspending bilateral trade with Pakistan until further notice.
 
We appeal to the international community with the urgent demand for clarification and accountability regarding grave human rights violations, war crimes, and systematic repression that have for decades been committed against the Afghan people on both sides of the Durand Line, particularly in Balochistan and Pashtunkhwa.
 
Particularly alarming is the fate of more than 100,000 people in Balochistan and Pashtunkhwa who are considered victims of enforced disappearance. We demand an independent international investigation to determine their whereabouts and call for answers to the following questions: Where are these people? Were they killed? If so, when and where? Furthermore, we demand the immediate release of all political prisoners and human rights activists, including Ms. Dr. Mahrang Baloch, Ms. Beebow Baloch, and Mr. Ali Wazir.
 
We call upon the international community to fulfill its responsibility and to investigate these allegations independently, transparently, and comprehensively.
